Impact on Livelihoods

The donor DFID commissioned an external evaluation of the TEAM project in June 2002. The evaluation was carried out by Khanya-managing rural change and examined the extent to which the project interventions have been successful in delivering against the stated Outputs in the project Logical Framework, including other contributions and related learnings, recommendations on the future of the project. One of the recommendations from the evaluation was a repeat of the TEAM baseline conducted in 2000, and this was completed at the end of 2002. Key findings from the repeated baseline are showm below:

  • Livelihoods in Lesotho have been hard hit in the past two years by poor weather conditions (which are nevertheless common in this area), increased unemployment and increased death rates especially among the youth.

  • TEAM has had a positive impact in the agricultural sector. Although few households have shifted in terms of the overall livelihood categorisation, production increases and consequent improved food security and increased marketed surplus are widespread.

  • TEAM has also achieved its aim in improving farmer decision making, and encouraging farmers to share ideas and to experiment with agricultural practices.

  • While there is clearly a demand for assistance in marketing agricultural surplus, the impact of this component has been limited as the Village-based Marketing Representatives have not had time to dissiminate their training. The institutional strengthening component (for local community-based organisations) has had an impact in some villages.
