Title: Local Economic Assessment Project (LEAP) Dissemination Workshop Report

Summary: This is a report of the Dissemination Workshop that took place on 22 October 2003. The main purpose of the workshop was to disseminate information and lessons learnt from a pilot project, LEAP, which was initiated in 2001 by CARE South Africa-Lesotho under the Economic Empowerment Theme. The design of the pilot was underpinned by the outcomes of a study done by CARE in 1999 -2000 to investigate the state of MFI and BDS organisations in South Africa. The study focused, primarily, on the BDS and MFI organisations located in KwaZulu-Natal and Limpopo provinces. The LEAP pilot was initiated to develop a framework of analysis and an approach/methodology that would facilitate the collection of local economic market information and in the process come up with the Local Economic Profile of a specified area. This is done using some of the frameworks and tools being used by CARE in other areas of development interventions, including network frameworks and action research tools. The frameworks and tools are adapted to facilitate economic/enterprise development interventions at local level and working with poor communities that are economically active.
